Genuine compliments
A compliment needs to have little motive behind it, or at least appear that way (we must admit here we probably dish them out more so to people we flirt with).
If you give a compliment too early to some-one you don't know, it can look bad.
In speed dating events I have run since 2001, I can still cringe when I hear a compliment that is premeditated and lacking sincerity.
Compliments to girls need to have some spontaneity, if it's premeditated, the best rule is to forget it. Why? Remember compliments are nice but will have little effect in some-one else choosing you.
If you miss out giving a compliment, don't sweat, its not going to be the deal breaker anyway.
As a rule compliments to girls are nice, but they don't put such a huge weight on them that guys do.
So lets move on to relevancy.
Relevant Compliments
It must be relevant. It's no use commenting on her new top if you were just talking about a movie. Compliments to women usually have to flow, or you can be left feeling a little awkward.
So what is relevant? If you are talking about shopping for example, then a comment about her top would be more relevant, and it will work if it sounds genuine and it flows!
It must Flow
Similiarly to being relevant, compliments work better in the flow of conversation.Best to give a compliment when a conversation is spiralling up, when the other person appears open and engaged. It is better to wait until the other person is completely engaged with you. This is my own observation and I have seen compliments work beautifully and also fall flat on their face.
How to give a compliment - making a great first impression
A compliment to a girl will tend to fall flat on its face if they are not engaged with you. Knowing how to give a compliment is easy if we follow those 3 principles and if it doesn't work first time, don't give up, they are nice to receive for us girls (and guys as well) so keep practising!
