How to tell if a camp man is flirting?

I have a friend who is either bisexual or gay. He makes sexual comments, tells me I'm pretty and says I turn him on but I can't tell if he's trying to wind me up or being serious!! How can I tell the diffirence? Oh and I'm sure he's looked down my top at least 2 times within 1 day and he kissed my kneck lightly when we hugged bye.
